The parallel is the case of a group of officere who were

informed that they were to be ranked as Sub-Ingprs. and p:id the maxi

mum of the rank, 1.e. for 15 years service. They protested and were

elevated to their proper place, yet on making en-uiries I find that the

most junior of this group has 17 years service and not quite 18 years

and is on the first increment of Inspector. Surely I with 20 years

better

service should be paid than ONE inbrement above hin.

circular issued by the Establishment Officer, those who joined after

the

1945 and had not completed 3 years service should they ont for the new

scheme would be treated as if on/probation perioì, 1.e. the first 3 years

of service before proceeding along the incremental scale.

A number of the U??? and SHAN HAI contingent, who have not yet

3 years service in Hong Kong have opted and are to receive salaries much

above the salary for the probstion period, surely Government cannot get

away with this for should these officers not wish to opt they remain on

their existing contract yet on the other hand should they opt then they

should be confined to the probation period as so stated in the Establish-

ment Officers directive.

Recently another information on the Salaries Commission was

issued in our Police General Orders which states that any officer

promoted since 1.1.46 ay be called upon to sit for and pass an examin-

ation before being allowed to proceed incrementally.

This sounds

rather a funny order, for, if the officer is promoted to the rank surely

he is qualified, rather a Double Dutch idea to make a man sit for an

examination to the rank he already holds .

It would apnear Sir, to me, from the foregoing that information

I have received, altho' unable to check its accuracy, is to the effect

that in Authoritive circles it is the plan that the Pre-War Officers are

to be punished for their corruptness, this would almost be verified

by the fact that these Postwar recruited are receiving preferent ial

treatment while the Pre-VarOfficer cannot even be heard.

If there was corruption amongst the Pre-War European Officers

and I don't doubt for one minute that there wasn't I would atate that it
